6 Local Context, Regional Trends Clear relationships emerged between housing themes and geographic or regional context. Cities within the same county or region often share development histories, housing types, policy frameworks, and housing market conditions which shape the challenges or opportunities they face today. Among the cities represented at the CoLab, several housing conditions clustered geographically. Blight emerged as a particularly prominent concern among several Pennsylvania cities. Pottsville, Meadville, Harrisburg, and Hazleton face weak housing markets characterized by low home values, limited new construction, and, in some cases, high vacancy and “abandonment.” These cities have some of the oldest housing stock among participants, with median build years in the mid-20th century nd minimal development since 1990.
