4 Core Housing Themes We defined housing themes using a quality-based framework tied to the City Portrait exercises, where participants defined attribute of their built environment and rated each on a 1 to 5 scale, identifying it as a liability or an asset. Examining the scores revealed patterns: Regional Affordability Affordability crisis, brought upon largely by regional housing pressures, recieved low-rated scores (1-2.5) Zoning Constraints Constraints from single-family zoning or a lack of missing-middle housing were low-rated attributes (1–2.5) Good Bones but Blight Aging infrastructure and blight, often in the context of old, middle housing received moderate scores (2.6–3.5) Diverse Housing The presence of diverse and middle housing types are high-rated attributes (3.6–5) Distillation Guidebook Co-Lab • 9.18–9.19 2025
