3 Small City Housing Across the country, small cities are adopting new zoning codes, policy reforms, and housing strategies, but many struggle to move from regulatory change to projects and new housing production. This chapter offers a look at housing in small cities, including what exists, what is missing, and what is changing in order to identify paths forward. During the Co-Lab, participants surfaced familiar constraints, including regional housing pressures, zoning restrictions, and limited local capacity. At the same time, people expressed a clear interest in more diverse housing types, viewing middle housing as a key way forward. Running through these discussions was how we make development possible.
