First, this means updating the zoning to reflect the guidance in the plan, which could take years. So we’re not talking about actual buildings being built yet. We’re trying to think about how to expedite the process. We have to avoid a potentially harmful “disrupter” mindset but also be realistic about what it would mean to move so slowly that we don’t see change for many years. We need to identify what would have the most impact the most quickly and focus there initially. That’s probably rezoning the parcels along transit corridors that we’ve identified for denser, mixed use development. The most controversial thing in the land use plan is that we’re replacing singlefamily zoning with multi-family zoning by right. Every residential parcel in the city will be able to have up to three units by right. That’s by far the most controversial thing, but in reality, that development is going to happen very slowly and incrementally, and its measurable impact on housing in the city will take 10, 15, 20 years.
