Many questions centered on gaining the tools, knowledge, and footing needed to create change, either broadly or through specific levers such as land use regulation and development practices. Beyond technical knowledge, participants also emphasized the challenge of creating momentum. They expressed a desire to influence political decision-making, bring stakeholders together, and build public acceptance for change. These responses signal a shared readiness to act, paired with a need for clearer pathways from policy and planning to implementation. Across all exercises, participants emphasized that addressing housing challenges requires political will, institutional coordination, and partnerships.
